Fines and penalties introduced for failing to social distance

On Thursday April 9, 2020, the Manitoba government and the City of Winnipeg are working together on a strategy to enforce social distancing.

 “Unfortunately, there is still a need to have additional measures in place to address situations where people are ignoring the advice of our health experts.  These changes will give enforcement officers more tools to help curb the spread of the virus,” said Premier Brian Pallister.

New fines for individuals and businesses who disregard public health orders have been put in place. Individuals who breach public health orders can be fined $486 across the province and up to $1000 on city owned property such as skate parks and play structures. Businesses can face fines up to $2,542.

Mayor Brian Bowman from the City of Winnipeg said that Community Service Ambassadors will be educating people city wide on social distancing. Those who ignore requests to social distance could then receive a warning or fine.

 “While most in our community are doing their part, there are some who are not getting the message.  I hope education and awareness will be sufficient and enforcement won’t be required but in the event it is, these measures will help protect the safety of Winnipeggers,” said Bowman.

The current public health orders include:

  • restrictions on public gatherings to 10 or fewer people,
  • require the closure of non-essential businesses, and
  • enforcement of social distancing measures by businesses and services that remain open including ensuring a two-metre distance is kept between people in the facility or premises. 

As part of the new enforcement strategy the province and city have established processes for the public to report non-compliance with public health orders.

 “These orders will help save lives and changing how we ensure compliance will help us flatten the COVID curve,” said Pallister.
