Manitoba to allow non-binary designation on birth certificates

Finance Minister Scott Fielding announced on Monday, April 27, 2020, that Manitoba has introduced policy changes that will allow for a non-binary designation on birth certificates.

The Manitoba Human Rights Commission ordered the province in a November 2019 decision to implement changes that would allow for non-binary sex designation no later than May 2, 2020.

“In response to a ruling from the Manitoba Human Rights Commission, the Vital Statistics Agency is implementing policy changes to be more inclusive to Manitobans,” Fielding said.

According to the province, individuals seeking a change in their sex designation can now select a non-binary option in addition to male and female under the Vital Statistics Act.

In addition to the policy change, the government is introducing legislation that would remove the requirement to display a sex designation on birth and death certificates.

According to the minister the legislation has yet to pass due to hold up by the opposition that would allow the second reading of the bill.
