Winnipeg Police Respond to Two Incidents Involving Weapons

On November 30, 2024, at approximately 10:50 a.m., the Winnipeg Police Service responded to a report of an adult female armed with a knife in the Winnipeg Walkway System (Skywalk). Members of the Downtown Foot Patrol located the suspect at the Graham Avenue Skywalk entrance and took her into custody without incident. Officers seized a folding knife from her person.

Through their investigation, officers learned that the suspect had attempted to enter the Millennium Library in the 200 block of Donald Street while armed with a concealed knife. She was denied entry by library security after setting off the library checkpoint metal detector. The suspect created a disturbance by yelling at security personnel and was directed to leave the premises. Angered by the request, the suspect produced a knife and threatened the 33- and 36-year-old male security guards. The suspect fled, and police were contacted. No injuries were reported as a result of the incident.

Later that day, at approximately 11:30 p.m., North District General Patrol officers were patrolling in the area of Andrews Street and Redwood Avenue when an adult male operating a mountain bike exited the north back lane of Redwood Avenue and passed in front of the police cruiser car, nearly causing a collision. The male fled from officers as they attempted to stop him. He was subsequently arrested without incident after a short foot pursuit in the 400 block of Boyd Avenue. A barrel of what officers believed to be a firearm was observed protruding from his backpack.

Upon searching the suspect, officers located and seized a loaded sawed-off Winchester Model 12-gauge shotgun, 20 12-gauge Remington shotgun shells, and 9 grams of fentanyl with an estimated street value of $3,600.

Troy William Masters, 32, of Winnipeg, is charged with multiple offenses, including possession of a loaded prohibited or restricted firearm, possession of a prohibited device or ammunition knowing its possession is unauthorized, carrying a concealed weapon, and possession of fentanyl. He was detained in custody.
