Winnipeg Police Officer Charged with Theft and Breach of Trust

On January 20, 2024, the Winnipeg Police Service (WPS) received a report of a robbery that had occurred on January 15, 2024. During the incident, electronic devices were stolen from a 37-year-old female victim. These devices were later pawned at various locations throughout Winnipeg.

The WPS Pawn Unit, through routine checks of pawn transactions, successfully located the stolen items. The items were retrieved and placed in the Evidence Control Unit, processed, and deemed releasable to the victim.

However, on May 1, 2024, the Evidence Control Unit discovered that the devices were missing. The Professional Standards Unit launched an investigation, which identified a suspect: a police member assigned to the Evidence Control Unit. The WPS promptly notified the Independent Investigation Unit of Manitoba.

On September 13, 2024, Constable Jeffrey CONRAD, a 24-year member of the Winnipeg Police Service, was charged with Theft Under $5,000 and Criminal Breach of Trust by the WPS Professional Standards Unit. Constable CONRAD has been placed on administrative leave pending a review of his employment status.
