Tactical Support Team breaches home to end incident

UPDATED

Winnipeg Police closed Inkster Boulevard in both directions between Arlington Street and Sinclair Street late Tuesday afternoon, January 5, 2021, after the driver of a stolen vehicle fled into a nearby residence.

The incident began earlier in the afternoon when officers attempted to stop the stolen vehicle in the 700 block of Dufferin Avenue. In an attempt to flee the suspect reversed the vehicle and crashed into a marked police patrol unit as a female passenger jumped out of the vehicle. The passenger was taken into custody.

The driver then reversed the vehicle directly towards an officer who was able to jump out of the way. The officer suffered minor injuries.

A second female passenger then jumped out of the vehicle but slipped under it as the driver once again reversed. An officer was hit by the open door as they were pulling the female to safety. The officer and female were not seriously injured say police.

Officers located the stolen vehicle in the 700 block of Inkster Boulevard and determined that the driver fled to a nearby home.

Police say there was a concern to public safety and a large police presence was deployed to the area.

Officers surrounded a single-storey house and were heard ordering the occupants out of the building. For the next couple of hours officers with the Tactical Support Team were on scene and had brought in the armoured vehicle to support the operation.

While the standoff continued other officers appeared to be very interested in a van that was stuck in a field directly behind the home that was surrounded.

Tactical officers moved towards the back door of the house around 7:40 pm and using a battering ram forcibly breached the door and entered the building.

32-year-old Daniel Colin Foui was taken into custody and charged for his alleged involvement with two counts of Assault Peace Officer with Weapon, Assault with Weapon, Dangerous Operation of a Conveyance, Flight While Pursued by Peace Officer, Possess Body Armour Without Valid Permit, Break Enter and Theft and Possess Property Obtained by Crime.

By 8:00 pm police reopened the road to traffic and the officers on the scene began to disperse.
