Sexual offender who targets men and boys released from jail

Convicted sex offender Carlo Ryan Clarke was released from Headingley Correctional Centre on Sunday, March 7, 2021,

40-year-old Clarke is considered a high risk to reoffend in a sexual and or violent manner against all males.

He was convicted in February 2021, for failing to comply with previous conditions of a recognizance order and sentenced to four months that included a credit for 78 days.

Clarke has a history of violent sexual offences dating back to March of 2000 when he was convicted for sexually assaulting a 13-year-old vulnerable male. In 2011 he was convicted for sexual assaulting a 15-year-old male. In 2015 while on probation for sexual assault he committed a sexual assault against a vulnerable 20-year-old male.

Clarke is expect to live in Winnipeg.

Information about Clarke’s release was issued by the Manitoba Integrated High Risk Sex Offender Unit which is a joint forces unit of the RCMP and the Winnipeg Police Service.
