Convicted sex offender to live in Winnipeg, say police

The Manitoba Integrated High Risk Sex Offender Unit is warning the public that convicted sex offender Justin David Levasseur is being released from a federal prison in Drumheller, Alberta on July 9, 2019. He is expected to reside in Winnipeg.

Police say Levasseur was convicted in March of 2016 for a 2013 incident that saw him charged with break, enter and commit sexual assault, and overcome resistance by attempting to choke, suffocate or strangle. Levasseur received a 5-year sentence but was given a 16-month credit for his pre-sentence custody.

Levasseur had broken into the home of a woman while she was sleeping. Her two children were in another room. He sexually assaulted the victim and choked her

Police say that Levasseur has a history of sexual and violent offences and is considered at high risk to re-offend in a sexual manner.

Levasseur will be subject to parle condition until November 23, 2019. Until then the conditions placed on him require to not take any non-prescribed drugs or alcohol, reside at an approved home and abide by a 10:00 pm to 6:00 am daily curfew, not enter any licensed premise and not to possess or use any device that can access the internet.

Levasseur is also subject to a lifetime weapons ban.
