Police warn public of sex offender release from prison
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is warning the public about the release of a convicted sex offender. MIHRSOU says Michael James FELLS, 34, a convicted sex offender who is considered high risk to re-offend in a sexually violent manner against all females, both adults and children is being released from Stony Mountain Institution on May 1, 2017. FELLS is expected to take live in Winnipeg.
Designated a Dangerous Offender, Fells will be subject to parole conditions and be under a supervision order until 2028.
Under his release conditions he is not allowed to be in the presence of any child under 18 unless they are accompanied by an adult aware of his record and approved by his parole officer. He is prohibited from going to public parks, swimming pools, daycares, school grounds, playgrounds, or community centres. He is also not allowed to possess any weapons.
FELLS has a history of sexual offences. He is an untreated sex offender that is deemed high risk to re-offend in a sexually violent manner. All females, both adults and children are at risk.
