Untreated sex offender released, living in Winnipeg

The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) says that a 36-year-old untreated sex offender who is considered a high risk to re-offend was released from federal custody today, October 3, 2018. He is expected to live in Winnipeg.

Michael James Fells has been designated a Dangerous  Offender and is subject to a long-term supervision order until 2028. That order restricts Fells form being around any children under the age of 18 unless he is accompanied by an approved adult who is aware of his criminal record. He is also restricted from going to areas where children under 16 can reasonably be expected to be such as parks, swimming pools, daycares, schools grounds, playgrounds and community centres.

Fells is also not permitted to represent himself as having training or a degree in massage therapy or reflexology or being in training for those occupations.

Police say that all females, adults and children. are at risk of Fells re-offending in a sexual and/or sexually violent manner.
