Second man charged in the alleged intimidation of Manitoba’s Chief Justice

Winnipeg Police say that a second man has been arrested and charged in connection to the alleged intimidation of Chief Justice of the Court of King’s Bench, Glenn Joyal in 2021.

45-year-old Randal Jay Cameron of Calgary, Alberta was arrested on January 11, 2023, on the strength of a Canada-wide warrant. He has been charged for his alleged involvement with Intimidation of a Justice System Participant and Attempt to Obstruct Justice.

Similar charges were brought against John Carpay at the end of December 2022 for his alleged involvement in having Manitoba’s Chief Justice Glen Joyal followed during the pandemic in 2021.

Carpay who at the time was the head of the Justice Centre for Constitutional Freedoms (JCCF) admitted that he had hired a private investigator in an attempt to catch Joyal breaching COVID-19 restrictions. At the time of the incident, the JCCF was representing several Manitoba churches as they were challenging the public health orders in court. Joyal was the presiding judge hearing the case.

Carpay apologized for his actions to Chief Justice Joyal in a July 12, 2021, court hearing.
