The honorary title is given to a lawyer by the Lieutenant-governor based on recommendations from an advisory councel and the justice minister. In order to qualify for the designation individuals must demonstrate outstanding practice, show integrity and leadership, make contributions to excellence in the profession and have practised for at least 10 years.
“The individuals we honour today are richly deserving of the title of Queen’s counsel,” said Filmon. “Each has made significant and enduring contributions to our community, our justice system, and our province in keeping with the highest ideals of the legal profession. It is an honour and privilege to recognize their outstanding achievements in service to the Canadian Crown.”

- Jacqueline St. Hill, QC;
- David Asper, QC;
- Carmele N. Peter, QC;
- Amanda Sansregret, QC;
- Peter E. C. Kingsley, QC; and
- David C. Filmon, QC.
These appointments are the first since the Queen’s Council Act restored the designation in 2018.
