Police are warning the public about the release of an inmate from Stony Mountain Institution who is considered a high risk to re-offend.
45-year-old Wilmer Javier Mejia is a convicted sex offender whom police worry may re-offend in a violent manner, posing a risk to female children and adults.
Mejia is being released to live in Winnipeg on Thursday, March 17, 2022, from a sentence of fourteen years and 25 days for sexual assault cause bodily harm, sexual interference, uttering threats, assault, flight while pursued by peace officer, forcible confinement, assault with a weapon, killing, injuring or endangering animals, and unauthorized possession of prohibited or restricted weapons.
Police say those crimes stemmed from a violent series of events. While armed with a knife, Mejia attacked and sexually assaulted a 14 year old female, resulting in permanent injuries, while threatening to kill her and others. He then attempted to avoid arrest and was captured by police after ramming a police car. He also tortured a dog with a Taser.
That wasn’t his first conviction for doing terrible things. In July 1999, MEJIA received a five year sentence for sexual assault using a firearm, where he grabbed a 17 year old female, blindfolded and forced her into to his car, then sexually assaulted the victim.
Police say while he participated in some treatment programming, but worry he posses a high risk to offend again.
His release is subject to conditions, including not being in the presence of any male or female children under the age of 16 unless accompanied by a responsible adult who knows his criminal history, and unless the visit has been previously approved in writing, by his parole supervisor. He is also required to follow treatment plans they arrange, live at an approved facility, and he’s not allowed to buy, use or have alcohol or non-prescribed medication.
