Police shoot man during Mental Health Act apprehension

A 59-year-old man is dead after members of the Winnipeg Police Service attempted to apprehend him on a Mental Health Act apprehension order on February 8, 2024. Police say a form two certificate ordered the man be taken into custody and brought to hospital for a non-voluntary physical examination.

Officers made several attempts to apprehend the male but were unsuccessful.

On February 13, around 7:30 a.m., officers went to the man’s residence in the 200 block of Magnus Avenue and were met at the door by the male. According to officers the male was agitated and holding a crowbar. As police approached the male set off a fire extinguisher in their direction. The male locked himself inside th home.

Tactical Support Team members were called to the scene and tried to speak to the male. As the TST officers breached the the residence they located the male barricaded inside a second-storey bedroom. For a second time the man discharged a fire extinguisher towards officers.

Eventually the male exited the bedroom and confronted the officers while in possession of a large edged weapon. Officers fired their firearms striking the male. Police then began immediate emergency medical care including the use of chest seals.

The man was taken to hospital in critical condition and died shortly afterwards.

The Independent Investigation Unit of Manitoba (IIU) was notified of the incident and immediately deployed investigators.
