On Friday April 9, 2020, the Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) issued a public advisory concerning the release of a convicted sex offender considered at high-risk to re-offend.
34-year-old Timothy Torres was released today and is expected to live in Winnipeg.
Under his release condition Torres is not allowed to be alone with any female under the age of 18. He may not go to public parks, or public swimming area where people under the age of 16 could be present . He is prohibited from going to a daycare centre, school ground, playground or community centre.
According to police Torres has a history of violent sexual offending and although he has participated in some treatment programs he is still considered high-risk to re-offend in a sexual manner.
All females, both children and adult are considered at risk.
