Police-Involved Collision Under Investigation

Winnipeg Police Service is investigating a serious collision between an unmarked police SUV assigned to the K-9 Unit and a late model Red Ford F-150 pickup truck.

It happened shortly after 8:00 pm on Saturday, September 14, 2024, in the intersection of Osborne Street and Brandon Avenue. Both vehicles suffered severe damage. The pickup truck came to a stop in the southbound lane of Osborne Street facing north while the police vehicle crashed into and destroyed a wheelchair ramp attached to a church on the northwest corner of the intersection.

According to Winnipeg Police a male and female youth were spotted by the owner stealing the pickup in the 800 block of Dudley Street around 7:45 pm. The owner and a male friend climbed into the box of the truck and called 911. The suspects fled in the truck with the two men still in the box.

Police were able to converge on the vehicle in real-time with directions from the owner in the truck. The men in the back of the truck were not able to get out of the vehicle due to the speed and erratic driving of the suspect.

Police say that members tried to use a tire deflation device near Brandon Avenue and Osborne Street but the stolen truck continued westbound and hit an unmarked WPS canine unit that was travelling northbound on Osborne street.

The owner of the pickup and the other man in the box were ejected in the collision. Both men suffered serious injuries. The owner suffered numerous fractures including the clavicle, skull and spine. The police officer was also injured. He was treated in hospital and later released. The Poilce Service Dog was not injured in the collision.

Due to the physical injuries of of the vehicle’s owner and the other man in the box of the pickup the Independent Investigation Unit of Manitoba (IIU) was contacted and has begun a mandatory investigation.

Police say that two youth suspects were arrested near the scene of the collision. Both of the suspects suffered non-serious injuries and were treated then released from hospital.

Investigators say that the accused and both victims were known to each other.

A 17-year-old male has been charged for his alleged involvement with Dangerous Operation of a Conveyance – Cause Bodily Harm x 2, Fail to Stop at Scene of Accident Knowing That or Reckless as to Whether They Were Involved in an Accident – Cause Bodily Harm, Cause Bodily Harm by Criminal Negligence x 2, Operation of a Conveyance While Impaired to Any Degree by BAC or Drug or a Combination of Both Fail or Refuse to Comply with Demand Knowing That or Reckless as to Whether They Were Involved in an Accident – Cause Bodily Harm, Theft Over $5,000, Fail to Comply with Condition of Undertaking and Drive Without Valid Driver’s Licence.

The 15-year-old female has been charged for her alleged involvement with Theft Over $5,000.

The male was detained in custody. The female was released on an Undertaking as mandated by the Criminal Code of Canada.
