Officer cleared in use of force investigation

The Independent Investigation Unit (IIU) of Manitoba says no charges will be laid against an officer with the Winnipeg Police Service in connection to a use of force investigation.

On June 18, 2019 police were called after a 59-year-old male became violent in the rear of an ambulance.

Officers entered the ambulance and tried to persuade the male to get back on a stretcher so he could be buckled in and moved into the Main Street Project.

The male refused the request and as he began to flail his arms the officer grabbed his left arm. During the struggle a snapping sound was heard. The male was transported to hospital where it was confirmed he had a fracture to his forearm and surgery was performed.

The investigation and consultation with Manitoba Prosecution Services came to the conclusion that the arrest was lawful and the use of force was reasonable. The fracture to the man’s arm was a result of his physical condition.
