The Independent Investigation Unit of Manitoba (IIU) has concluded their investigation into the officer-involved shooting on November 21, 2019.
Winnipeg Police had responded to the 7-Eleven at Ellice Avenue and Arlington Street for an attempted robbery by a 16-year-old suspect armed with a machete.
As the suspect left the store he was wielding the machete as he walked towards a Winnipeg Police officer. The suspect raid the weapon above his head and continued towards the officer refusing to drop the machete.
A taser was deployed but had no effect on the suspect.
As the suspect got within three feet of the officer began to bring the weapon down towards the officer’s head the officer fired his weapon hitting the suspect five times.

The suspect was taken to Health Sciences Centre where he underwent multiple surgeries. The suspect was discharged from HSC in mid-December.
After a lengthy investigation that included a review of several videos, officers’ notes, WPS communications, photographs and physical evidence as well as interviews with both civilian and police officer witnesses, the evidence “clearly indicated the actions of the subject officer were appropriate to the situation, and the use of potentially lethal force was necessary, justified and unavoidable.”
