The Independent Investigation Unit of Manitoba (IIU) has finished its investigation into an incident involving an off-duty Winnipeg Police officer. The investigation started in early November of 2016. A man was injured when the off-duty officer intervened in a fight.

On November 18, 2016, just after 5:10 pm the off-duty officer was driving his personal vehicle near the intersection of St. Mary’s Road and Marion Street when he noticed two males fighting and chasing each other in and out of oncoming traffic. The officer exited his vehicle, identified himself as a member of WPS, and ordered the two men to stop fighting. While the officer was speaking with one of the men, the other quickly and aggressively advanced on him. The officer stepped out of the way and threw one punch toward the man, striking him on the chin and knocking him unconscious and breaking his jaw.

Since a fractured jaw is considered a serious injury the IIU was required to investigate  whether the officer subjected the affected person to unnecessary and excessive force.

The IIU interviewed several witnesses and reviewed video captured by a city of Winnipeg Transit bus that showed part of the fight and the interaction the police officer had with the injured person.

The IIU concluded that the officer was intent on diffusing the situation and that there were insufficient grounds to justify the laying of any charges against the officer.
