Officer charged after trying to delete photo radar ticket

Winnipeg Police Service Patrol Sergeant Sean Cassidy is facing a number of criminal charges after he allegedly tried to “fix” a ticket before it was issued.

Investigators from the Independent Investigation Unit of Manitoba (IIU) were called in after the Winnipeg Police Service noticed an unauthorized used of its computer system in early October.

According to the IIU, on October 1, 2019, Cassidy was driving a personal vehicle while on-duty when it was captured speeding on photo radar. It is believed he was returning from a lunch break when the incident occurred

When Cassidy returned to his office he allegedly made unauthorized use of the WPS computer system to prevent the speeding ticket from being issued. Cassidy was working in the photo radar unit at the time which gave him assess to the computer system.

The IIU conducted the investigation after it was determined by the civilian director, Zane Tessler, that it would be in the public interest to do so.

Cassidy has been criminally charged with Unauthorized Use of Computer, Fraud and Obstruct Justice. He is scheduled to appear in court on March 9, 2020

This is the third incident in just over a year that resulted in charges against the officer.

In January 2019 Cassidy was charged in connection to a March 2017 arrest of a 32-year-old male suspect. Cassidy was off-duty at the time of the alleged assault and is accused of punching and kneeing the suspect causing multiple head injuries.

In September 2019, Cassidy was charged once again this time for allegedly storing a personal firearm in his police locker without authorization.

Police say that Cassidy has been placed on administrative leave.

He is also subject to internal reviews within the police service the outcome of which could impact his employment status.
