No charges will be laid against two WPS officers concludes IIU

Two Winnipeg Police officers who were accused of assaulting a 19-year-old woman during her arrest in the fall of 2015 will not face any charges as a result of the incident.

The Independent Investigation Unit (IIU) says that the incident was initially reported to the Law Enforcement Review Agency. The woman said that during her October 2015 arrest she was tackled to the ground by an officer who also stomped on her knee. She said a second officer punched her in the face. As a result of the assault, the woman said she sustained three torn knee ligaments.

The Winnipeg Police Service became aware of the accusations in April 2016 and the IIU was called in.

The IIU says that they interviewed eight police service witnesses and nine civilian witnesses. They also say that they obtained expert opinions from three medical doctors regarding the case.

 

Upon completion of their investigation, the IIU sent the file to Manitoba Prosecution Services for a review. They concluded that neither officer would be convicted of a Criminal Code offence. IIU says that based on that advice neither officer will face charges.
