Manitoba Justice says that no charges will be laid after a two-and-a-half-year investigation into the construction of the Winnipeg Police Service Headquarters by RCMP.
A review of the results of the investigation by Manitoba Prosecution Service (MPS) has determined that there is not a reasonable likelihood of conviction.
MPS had considered a number of charges during their review of the case including breach of trust, fraud exceeding $5,000, forgery of documents, uttering forged documents, keeping false books or documents, and money laundering. They concluded, however, that there is not sufficient evidence to approve any criminal charges.
Allegations about wrongdoing by Caspian Construction, former CAO Phil Sheegal and former Mayor Sam Katz prompted the investigation into the new police headquarters in 2014 and expanded to include the Winnipeg Mail Processing Plant construction in 2016.
During the investigation dubbed Project Dalton, police seized more than six terabytes of data. More than 347 gigabytes of evidence contained 1300 folders and 36,000 files.
Mayor Brian Bowman has renewed his call for a public inquiry into the construction of the police headquarters after learning that charges would not be laid.
