Taxicab board will no longer licence Winnipeg cabbies
Under proposed legislation the Manitoba government is clearing the way for ride-sharing services like UBER to enter the market place.
Manitoba’s vehicle-for-hire legislation dates back to 1935. The new legislation, Bill 30, would not only modernize the industry but it will also transfer the regulatory responsibility for the industry to individual municipalities as well as permit new transportation options.
Indigenous and Municipal Relations Minister Eileen Clarke said “An in-depth analysis of legislative and regulatory frameworks governing this industry compared Manitoba’s capital region with other jurisdictions in Canada and recognized the advantages of regulating the industry at a municipal level. The regulation of the city of Winnipeg’s industry solely by the provincial government is unique among jurisdictions across Canada and would be addressed by this legislation.”
Taxicabs and ride-sharing would be regulated under civic by-laws once the legislation comes into force no later than February 28, 2018. Existing taxicab businesses and drivers licence holders working within Winnipeg would automatically become regulated by the City of Winnipeg when the act comes into force.
