Manitoba Government Unveils Spring Legislative Agenda

The Manitoba government has announced its spring legislative agenda, outlining a series of proposed amendments aimed at enhancing voting access, strengthening infrastructure safety, protecting public housing, and tightening regulations on liquor and cannabis sales.

A key focus of the agenda is improving electoral participation. Proposed amendments to the Municipal Councils and School Boards Elections Amendment and Public Schools Amendment Act seek to remove barriers for Manitobans, particularly those living on reserves, to vote in school board elections. The changes would allow individuals to cast their ballots regardless of their residency, promoting greater inclusivity in local governance.

Infrastructure safety is another priority. The Oil and Gas Amendment Act aims to bolster the reliability of pipelines transporting refined petroleum products. The legislation also includes updated notification requirements in the event of an emergency shutdown, ensuring timely communication and response to potential incidents.

The government is also taking steps to protect public housing assets. Proposed amendments to the Housing and Renewal Corporation Act would mandate approval from the Manitoba Housing and Renewal Corporation for any change of ownership, change of use, or demolition of buildings acquired, built, or renovated with provincial funding. This measure aims to ensure that publicly funded housing remains available for its intended purpose.

In an effort to curb underage access to restricted substances, the government is proposing significant changes to the Liquor, Gaming and Cannabis Control Act. One amendment would grant the government the authority to create regulations prohibiting urban convenience stores from selling liquor, effectively keeping it out of sight for minors. This move aligns with public health concerns about youth exposure to alcohol.

Furthermore, the government intends to confine cannabis sales in Winnipeg and other urban areas to age-restricted stores. This amendment to the Liquor, Gaming and Cannabis Control Act aims to reduce the potential for individuals under the age of 19 to access cannabis products, reinforcing age restrictions and promoting responsible consumption.
