Investigations target two dial-a-dealer operations

WinnipegPolice have charged multiple people in connection to two unrelated fentanyl trafficking cases.

In March of this year officers began a month-long investigation into a dial-a-dealer operation that was trafficking in fentanyl. During the investigation officers obtained evidence and seized 10 individual points of fentanyl (a point is one gram and has a street value of $40)

In April officers raided a Flora Avenue home and seized a number of items including:

  • A sawed-off double-barrel shotgun
  • A sawed-off 12-gauge shotgun
  • Various types of ammunition
  • Drug packaging materials
  • A digital scale contaminated with a substance
  • Two mobile phones

Two males and one female were arrested in connection to the case. Officers seized $120 in cash and a mobile phone from one of the accused.

36-year-old Daniel James Stack from Balder, Manitoba was charged for his alleged involvement with:

  • Traffic in Scheduled Substance – Fentanyl (x2)
  • Unauthorized Possession of a Firearm (x2)
  • Possession of a Firearm Knowing Serial Number has been Tampered With (x2)
  • Store Firearm or Restricted Weapon Contrary to Regulations (x2)
  • Possession of Proceeds of Property Obtained by Crime Under $5,000
  • Fail to Comply with Condition of Undertaking (x8)

39-year-old Raymond Stanley Stack of Winnipeg was charged for his alleged involvement with:

  • Possession of a Firearm Knowing its Possession is Unauthorized (x2)
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)
  • Possession of a Firearm Knowing Serial Number has been Tampered With (x2)
  • Store Firearm or Restricted Weapon Contrary to Regulations (x2)
  • Fail to Comply with Probation Order (x2)

50-year-old Venie Muriel Rintoul of Winnipeg has been charged for her alleged involvement with:

  • Unauthorized Possession of a Firearm (x2)
  • Possession of a Firearm Knowing Serial Number has been Tampered With (x2)
  • Store Firearm or Restricted Weapon Contrary to Regulations (x2)

In the second investigation into a dial-a-dealer operation officers arrested and charged a 37-year-old male.

Investigators say that in early June 2022, a male suspect was arrested during an unrelated traffic stop near Ellice Avenue and Beverley Street. During the stop officers seized a knife from the vehicle along with 57.4 grams of fentanyl and $70 in cash found on the suspect.

Police obtained two search warrants, one for the vehicle the other for a home in the 500 block of McDermott Avenue. During the searches police found:

  • 518.85 grams of fentanyl
  • $26,760 in Canadian currency
  • Drug packaging materials
  • A digital scale contaminated with a substance
  • Seven mobile phones

The estimated street value of the fentanyl seized is approximately $230,356.00.

Police say that testing of the seized fentanyl shows that it was cut with carfentanil (which is 100 times more potent than fentanyl) and benzodiazepine (a tranquillizer that does not respond to naloxone).

Yonta Jonathon Besewer of Winnipeg has been charged for his alleged involvement with:

  • Possession of a Scheduled Substance for the Purpose of Trafficking – Fentanyl
  • Traffic in Scheduled Substance – Fentanyl
  • Possession of a Weapon
  • Possession of Proceeds of Property Obtained by Crime Over $5,000
  • Fail to Comply with Condition of Undertaking (x2)

He was detained in custody
