The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into a serious incident that occurred in Winnipeg on October 23, 2023.
According to the Winnipeg Police Service (WPS), officers responded to a call for service at a residence on Arlington Street at approximately 9:50 a.m. The Winnipeg Fire Paramedic Service (WFPS) personnel were already at the scene for a Priority 1 call and had activated an emergency button indicating violence on the scene.
Upon arrival, WPS officers encountered a combative female behaving erratically. Officers restrained the woman to prevent her from injuring herself and to allow WFPS personnel to provide medical treatment, including chemical sedation. The woman lost consciousness, and CPR was administered. She was transported to Health Sciences Centre Winnipeg in critical condition and remained in a medically induced coma until her death on November 3.
The IIU assumed responsibility for the investigation in accordance with Section 66(4) of the Police Services Act. Three witness officers and two civilian witnesses were designated, and statements were obtained from four professional witnesses.
After careful consideration of all the circumstances and evidence, the civilian director concluded that the interaction of the police officers with the woman did not contribute to her serious injury or death. As a result, no charges are recommended against any of the witness officers.
