Late on the evening of April 23, 2024, Selkirk RCMP responded to a report of a possible impaired driver heading towards Highway 9 in the Rural Municipality (RM) of St. Andrews. What initially seemed like a routine traffic stop quickly escalated into a tense confrontation.
Officers on patrol located the suspect vehicle on Highway 9 near Capri Road. The vehicle contained two occupants: the driver and a passenger. As officers engaged in conversation with the driver, the passenger’s behaviour took an aggressive turn. The adult male passenger began yelling and swearing at the officers.
Ignoring commands to remain in the vehicle, the passenger abruptly exited and rushed towards one of the officers, shoving him forcefully. The situation escalated further as officers attempted to place the unruly man in handcuffs. The male assaulted an officer by delivering a punch and even issued threats against the officers.
In response to the escalating violence, one of the officers deployed a Conducted Energy Weapon (CEW) to subdue the assailant. Eventually, the male was successfully taken into custody.
The driver of the vehicle was found to be sober.
During the altercation, one officer sustained minor injuries but did not require medical attention.
Alexander Chand, a 42-year-old, now faces a series of serious charges related to the incident:
- Assault on a Peace Officer Causing Bodily Harm
- Assault on a Peace Officer
- Resisting Arrest (x2)
- Uttering Threats (x3)
- Mischief
Chand was subsequently released from custody on a release order pending further legal proceedings.
