Manitoba’s Independent Investigation Unit has ended an investigation into an in-custody injury to a 14-year-old teen.
On July 17, 2020, the teen was taken into custody and placed in cells in Little Grand Rapids. A few hours later the teen complained that he had hurt his hand.
The teen was taken to the nursing station where it was confirmed the youth had broken his knuckle.
Although a broken knuckle is not considered a serious injury the civilian director of the IIU decided the incident should be investigated out of public interest.
Investigators reviewed video from the cell, notes from RCMP officers and guards and independent reports. An interview was conducted with the affected teen and civilian witnesses.
Civilian director, Zane Tessler has determined, based on preliminary investigations that there is no connection between the actions of police and the self-inflicted injuries of the teen. Tessler determined that it is no longer in the public interest to continue the investigation.
