IIU says officers “in no way caused” the death of a suspect

The Independent Investigation Unit of Manitoba (IIU) has cleared members of the Winnipeg Police Service in the death of a suspect in June of 2019.

The IIU says that on June 26, 2019, police were called to an Alfred Avenue address for a report of break-in. As officers arrived the suspect fled through a window but was quickly located at a home across the back lane on Burrows Avenue. The male was taken into custody but soon appeared to be in distress and officers called paramedics. The suspect was taken to St. Boniface Hospital where he was pronounced dead.

The investigation involved interviews with two civilian witnesses as well as five witnesses who were police officers.

Investigators also had access to and reviewed officer’s notes, forensics identification reports and photographs, Video fro AIR-1, 911 call recordings, WPS radio transmission recordings and other information including the pathology and autopsy report.

The pathology and autopsy report listed the cause of death as mixed drug intoxication, caused by a combination of cocaine, methamphetamine and ethanol.

The investigation concluded that the actions of the officers “were restrained and justified, and in no way caused or contributed to the death of the affected male.”
