The Independent Investigation Unit of Manitoba (IIU) is looking into an alleged use of force that caused an injury to a man during an arrest on August 19, 2022.
According to the IIU the incident happened just before 9:00 pm at a residence on Dufferin Avenue. Winnipeg Police Service officers responded to a call of a male attacking people. When officers arrived they found the man laying on the front porch while being restrained by another male. As officers were in the process of taking the male into custody, they were involved in a use of force encounter. The male was placed in handcuffs. At the time of the incident, the man was intoxicated and detained under the Intoxicated Persons Detention Act (IPDA). He was taken to Main Street Project where he was assessed by a paramedic. During the assessment, the man was discovered to have a broken bone in his upper left arm. The male was taken to hospital and treated for a broken left humerus.
As this injury is considered a serious injury under IIU regulations, the IIU is mandated to investigate.
