The Independent Investigation Unit of Manitoba (IIU) has launched an investigation into the circumstances surrounding the arrest of an adult female in Winnipeg.
On August 5, the Winnipeg Police Service (WPS) informed the IIU of potential injuries sustained by the woman during an arrest on August 3. According to the notification, officers were dispatched to the area of Des Meurons Street and Goulet Street at approximately 10:32 p.m. on August 3, following reports of a female lying on the ground, screaming, and appearing to be intoxicated. Officers observed numerous visible facial injuries and called the Winnipeg Fire Paramedic Service (WFPS). During the medical examination, the female assaulted WFPS personnel. Subsequently, officers detained her under the Intoxicated Persons Detention Act and transported her to the Main Street Project. There, she assaulted officers, leading to a use-of-force encounter. She was then placed under arrest and taken to the Winnipeg Police Service headquarters, where she attempted to bite one of the officers, resulting in a second use-of-force encounter. The woman was later released from police custody with a notice to appear.
On August 5, at approximately 10:15 p.m., officers arrested the same female at a residence in the first block of Morrow Avenue after she was involved in a verbal and physical dispute with the homeowner. Emergency personnel at the Winnipeg Police Service headquarters directed officers to take her for further medical examination at the Winnipeg Health Sciences Centre, where a doctor noted a pre-existing spinal injury and numerous facial fractures.
The civilian director has determined that it is in the public interest for the IIU to investigate this matter.
