IIU Investigate Following Death of Man While In Police Custody

The Independent Investigation Unit of Manitoba (IIU) is probing the circumstances surrounding the tragic death of a man shortly after being found and detained by the Royal Canadian Mounted Police (RCMP).

The IIU was alerted to this incident on January 20. On the evening of January 19, the RCMP detachment in Kamsack, Saskatchewan, received a report of an adult male who had gone missing near Madge Lake and was not suitably dressed for the harsh weather conditions.

In response, a coordinated search effort was launched, involving RCMP members from Kamsack, Swan River, Russell, Roblin, and Dauphin, along with conservation officers from Manitoba and Saskatchewan. The search team deployed a remotely piloted aircraft system, which successfully located the missing man approximately 200 to 300 meters away from the officers, in a dense bush area.

Despite the challenging terrain, officers managed to reach the man’s location. For safety reasons, the man was searched and handcuffed as there were concerns he might be armed. During his extraction from the bush, the man was initially found to be breathing and had a pulse. However, upon reaching the police vehicle, officers reassessed his condition and found he no longer had a pulse. Emergency CPR was immediately initiated, and the man was rushed to a hospital in Swan River by emergency medical services. Sadly, in the early hours of January 20, it was confirmed that the man had passed away.

The IIU has taken over the investigation in line with Section 65(4) of the Police Services Act, given the fatality involved. The Unit has also requested the Manitoba Police Commission to appoint a civilian monitor to oversee the investigation.
