IIU Concludes Investigations into Fatal Crash and Arrest Injury

The Independent Investigation Unit of Manitoba (IIU) has released the findings of two separate investigations, one involving a fatal motor vehicle collision following an attempted RCMP traffic stop, and the other concerning serious injuries sustained during an arrest by Winnipeg Police Service (WPS) officers.

Fatal Collision After RCMP Attempted Stop

The IIU concluded its investigation into a fatal collision that occurred on July 31, 2024, on Provincial Trunk Highway (PTH) 190, also known as CentrePort Canada Way. The incident began when an RCMP officer observed a Honda Civic travelling at 107 km/h in a 70 km/h zone at approximately 4:40 p.m.

According to the IIU, the officer activated emergency lights and attempted a traffic stop. However, the driver accelerated, ran a red light at the intersection of CentrePort Canada Way and Sturgeon Road, and collided with a semi-truck. The adult female driver was transported to Health Sciences Centre Winnipeg, where she was pronounced deceased.

The IIU assumed responsibility for the investigation under the Police Services Act. Investigators designated one subject officer and one civilian witness. After reviewing all circumstances, the IIU concluded that “there is no evidence to support a conclusion that a police officer caused the affected person’s death, either by action or inaction.” Consequently, the investigation is now closed.

Use of Force in WPS Arrest Deemed Reasonable

In a separate investigation, the IIU examined a case involving serious injuries sustained by an adult male during his arrest by WPS officers on February 24, 2024. At approximately 1:43 a.m., general patrol officers observed a stolen vehicle and followed it with assistance from Air1. The driver fled on foot into a residential backyard.

A “brief use-of-force encounter ensued,” according to the IIU, and the male was taken into custody. He was later diagnosed at Health Sciences Centre Winnipeg with broken ribs and a collapsed lung.

The IIU designated two subject officers and six witness officers for the investigation. The affected person also provided a statement. Following a review of the circumstances, the civilian director concluded that “the use of force was reasonable” and will not authorize charges. The investigation is now closed.

The IIU noted that the affected person remains before the court on charges related to the incident. Therefore, the civilian director’s report will be made public once those charges have been disposed of.
