IIU Concludes Investigation into Police Custody Incident at Long Plain First Nation

The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into an incident involving an injury sustained by an adult male while in police custody at the Long Plain First Nation.

On January 29, 2024, the Long Plain detachment of the Manitoba First Nations Police Service (MFNPS) reported an incident that occurred on January 24, 2024, to the IIU. The incident involved a response to a physical altercation in Long Plain First Nation at approximately 3:12 p.m. Officers took an agitated adult male into custody, who subsequently threatened self-harm while at the detachment. During an ensuing struggle with officers, a use-of-force encounter occurred. The male later complained of dizziness and was transported to Portage District General Hospital, where it was determined he had sustained a facial fracture.

The IIU civilian director deemed it in the public interest to investigate the matter. The investigation, conducted under Sec. 75 of the Police Services Act, designated two subject officers and involved interviews with one civilian witness and the affected individual. Investigators also reviewed medical records and video footage related to the incident.

After thorough consideration of all evidence and circumstances, the civilian director concluded that the use of force by the officers was reasonable. Consequently, the investigation is now closed.

The civilian director’s report will be made available following the resolution of charges against the affected individual, who remains before the court for charges arising from the incident.
