IIU Concludes Investigation into In-Custody Death at Long Plain First Nation

The Independent Investigation Unit of Manitoba (IIU) has completed its investigation into the death of an adult male while in the custody of the Manitoba First Nations Police Service on July 9, 2022.

According to the IIU’s report, officers responded to a call for service at approximately 2:17 p.m. regarding an intoxicated male behaving erratically. The male was taken into custody without incident and lodged at the Long Plain detachment.

Shortly after, officers conducted a well-being check and found the male unresponsive. They immediately began CPR and awaited the arrival of emergency medical services. The male was then transported to Portage District General Hospital, where he was later pronounced deceased.

The IIU, mandated to investigate all serious incidents involving police officers in Manitoba, assumed responsibility for the investigation. Investigators designated two subject officers and three witness officers. Five professional witnesses and four civilian witnesses provided statements to the IIU.

After a thorough examination of all available evidence, including a Crown opinion that the standard for prosecuting charges was not met, the civilian director of the IIU has declined to authorize any charges against the officers involved.

“Following a comprehensive review of the circumstances surrounding this incident, and after receiving a Crown opinion, the IIU has concluded that there are no grounds to pursue criminal charges,” stated the IIU.
