Sex offender expected to live in Winnipeg, females at risk say police
Winston George Thomas, a 39 year old convicted sex offender is being released from Headingley Correctional Centre March 24, 2017 after serving 18 months for assaulting a peace officer and breaching his probation from a previous conviction.
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is warning the public of Thomas’s release because the believe that even though he took some treatment programming while incarcerated he is considered to be a high risk to re-offend in a sexual or sexually violent way against adult or children females.
It is expected that Thomas will live in the City of Winnipeg and he will be subject to supervised probation until July 24, 2017.
As part of his probation conditions he is restricted from consuming alcohol. owning or possessing a weapon, using non-prescription drugs or other intoxicants including hairspray, gas or glue. He is also under a curfew between 11 pm and 7 am and subject to checks.
Thomas has a long history of sexual assault in 2003 he was convicted after her broke into a woman’s apartment and sexually assaulted her, In 2006 he was convicted for another sexual assault against an adult female and in 2008 he was convicted for sexually assaulting a 13 year old girl.
Thomas has also been convicted of has also been convicted of aggravated assault, assault and breaching probation and recognizance orders.
