The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is alerting the public to the release of Lonnie Kelsey Smith, a 48-year-old convicted sex offender considered a high risk to re-offend in a sexual and/or sexually violent manner against adult females.
Smith was released on April 4, 2025, from Stony Mountain Institution after serving a sentence for convictions stemming from a 2019 incident involving impaired operation causing death, and multiple counts of failing to comply with probation and recognizance orders. He is expected to take up residence in Winnipeg.
MIHRSOU, a joint forces unit of the Winnipeg Police Service and the RCMP, issued this community notification to enable the public to take preventative measures for their own safety.
According to police, Smith has a lengthy criminal history that includes three convictions for sexual assault, sexual assault with a weapon, aggravated assault, two counts of assault with a weapon, three counts of assault, resisting arrest, and numerous breaches of court-ordered conditions. His sexual assault convictions involved both strangers and individuals known to him. Authorities state that Smith’s violent tendencies, both sexual and non-sexual, have been exacerbated by substance abuse, and he has used physical force and weapons against victims.
Upon release, Smith will be subject to conditions imposed by the Correctional Service of Canada, including a prohibition on consuming alcohol, non-prescription drugs, solvents, or inhalants. He is also under a lifetime weapons prohibition order.
Despite participating in some treatment programs while incarcerated, MIHRSOU assesses Smith as remaining at a high risk to re-offend in a sexual and/or sexually violent manner against all adult females.
Authorities are urging the public to be vigilant and take appropriate safety precautions. They are also strongly cautioning against any form of vigilante activity or unreasonable conduct directed at Mr. Smith, stating that such actions will not be tolerated.
