Grounds to lay perjury charges exist but officer won’t be prosecuted, says IIU

A Winnipeg Police officer won’t face charges even though grounds to lay them exist says an Independent Investigation Unit of Manitoba (IIU) report into alleged perjury charges.

During a civil court case in May of 2019 involving a December 26, 2014 incident an allegation of perjury arose against one of the Winnipeg Police Service officers.

The IIU was mandated to investigate the allegation.

Investigators interviewed seven civilian witnesses as well as reviewed officers’ notes, reports, witness statements, 911 audio recordings, WPS communication recordings, iPad and cellphone videos, discovery and trial transcripts.

Following the investigation the civilian director of the the IIU determined that there were grounds to lay a perjury charge. The file was sent to Manitoba Prosecution Services (MPS) for a full review.

MPS determined that a conviction was unlikely and they would not proceed with any prosecution against the officer.
