Winnipeg Police have arrested a 35-year-old male and charged him with a number of weapon, drug and property offences.
Police say that on Monday, February 19, 2018, police responded to a 911 call after a passer-by found a vehicle stuck in the snowbank off Copeland Street in Transcona. The male inside the vehicle told the caller that he was frozen and needed help.
Prior to emergency services arriving the male in the stuck vehicle threatened to shoot the passer-by and tried to get the vehicle unstuck by reversing. He was unsuccessful an took off on foot.
Patrol officers located the suspect near Dugald Road and Murdock Road. He had the keys to the vehicle in the snowbank, a .22 calibre cartridge and $2,975 in cash. He was taken into custody.
As officers investigated they came across a backpack that had been hidden in the snow. Inside the backpack was a loaded .22 calibre handgun that had had a round fired from it.
Police also found a loaded .22 calibre semi-automatic rifle hidden in a vehicle that was unlocked and parked on private property near where the suspect vehicle was stuck.
The investigation also determined that the stuck vehicle had been stolen the day before from a convenience store in the 700 block of Corydon Avenue. Police say the driver had gone into the store leaving the vehicle unlocked and running.
Victor Maurice Cobham from Winnipeg has been charged for his alleged involvement with:
- Possession of a Weapon (x2)
- Carrying Concealed Weapon Prohibited Device or Ammunition (x2)
- Unauthorized Possession of a Firearm (x2)
- Tampering with Serial Number of a Firearm
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x4)
- Store Firearm or Restricted Weapon Contrary to Regulations (x2)
- Possession of a Prohibited or Restricted Firearm with Ammunition
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Scheduled Substance-Cocaine
- Possession of Property Obtained by Crime over $5,000
- Possession of Property Obtained by Crime under $5,000
- Possession of Proceeds of Property Obtained by Crime under $5,000
Cobham was also charged with Fraud under $5,000 relating to an incident that happened in October 2017. Apparently, a contract for graphic artwork was never fulfilled.
He was detained in custody.
