A 31-year-old Community Safety Officer (CSO) from Grand Marais has been arrested and charged with criminal harassment following a series of incidents in Grand Beach Provincial Park.
On July 7, 2024, Selkirk RCMP received reports of several incidents of harassment, with the most recent occurring in the park. The suspect had reportedly approached a female park employee, initiated an unsolicited conversation, and disclosed information about her that he should not have known. Additional incidents of a similar nature were reported within a short time frame.
The subsequent investigation revealed that the suspect was employed as a CSO in a nearby community. On July 8, officers arrested the suspect at his residence. During the arrest, officers seized uniform pants, law enforcement shirts, a duty belt, handcuffs, a baton, and OC spray.
The suspect, later identified as Matthew Madill, was released from police custody on an undertaking with several conditions. He is scheduled to appear in Selkirk Provincial Court on November 29, 2024.
Further investigations led to the discovery that Madill may have been in possession of a firearm with a tampered serial number. A warrant for his arrest was issued on July 10. Madill turned himself in at the Winnipeg Police Service headquarters on July 11 and was subsequently released pending a court appearance scheduled for August 14, 2024, in Winnipeg.
The Selkirk RCMP continues to investigate these incidents.
