City set to implement Vehicles for Hire by-law and allow services like Uber

On Friday, December 1, 2017, the City of Winnipeg received a report outlining the recommended framework for regulating the vehicle for hire industry in Winnipeg.

Under Provincial legislation, the city assumes responsibility for regulating not only the taxi industry but also ride sharing services like Uber and Lyft.

The proposed by-law would increase taxi license supply based on population growth and enable Personal Transportation Providers (PTP) to operate legally within the city. Regulating dispatchers through licensing would also become a part of the by-law where in the past they did not have to be licensed.

The city would also change the way fares are dealt with. In the past, the Taxi Board would mandate the fares taxis would charge. The proposal would be to change that practice and set a maximum that could be charged but operators would have the ability to charge less. The city says this would level the playing field and allow taxis to compete on price with PTPs

The by-law also proposes that criminal and driving record background checks would be the same for both Taxi and PTP drivers.

The proposed by-law will be considered at Executive Policy Committee on December 6, 2017 and if approved will move onto a vote by full council.
