Early Monday morning Winnipeg Police helicopter Air-1 was patrolling the north end of the city when it spotted an SUV travelling very fast around Mcphillips and Inkster.
The vehicle was throwing off sparks and had extensive front-end damage. Police say the sparkes were caused because the front tire was at a 90-degree angle to the vehicle.

Air-1 relayed the SUV’s position to ground units. Patrol units found the vehicle stopped in the 300 block of Kingsbury Avenue and arrested 20-year-old Jessie Hawk Cooke.
Cooke has been charged for his alleged involvement with:
- Drive While Impaired
- Refuse to Provide Breath Sample
- Fail to Comply Probation Order
- Drive While Disqualified
- Driver Carry Open Liquor
Cooke was detained in custody.
