Police issue advisory over convicted sex offender release

Winnipeg Police have issued an advisory about the release of a convicted sex offender.

Police say that on February 1, 2018, William Rupert Astle, 82 was released from the Winnipeg Remand Centre after serving a four-year sentence. Astle is a convicted sex offender considered at high risk to re-offend in a sexual manner against young females.

Astle had been incarcerated for indecent exposure to someone under 16 and for failing to comply with a probation order.

According to police Astle’s  first recorded criminal offence for indecent assault occurred in 1969

Astle is expected to live in Winnipeg after his release.

He was previously convicted for sexual interference between 1990 and 2000 involving a female child known to him. In 2005, Astle was involved in three offences involving his masturbating in public in the presence of adolescent females. One offence took place in a residential area, while the other two took place near the entrance to a shopping mall, and in a commercial establishment. In 2006 he was sentenced, on all four of these offences.

Police say that although Astle participated in some sexual offender treatment programs while behind bars he is still considered a high risk to re-offend in a sexual manner.

Young females are at risk.

Astle is under lifetime probation order that prohibits him from going to a public park or public swimming area where people under 16 are or can be expected to be present. He is also not allowed at a daycare, school ground, playground or community centre.
