IIU investigating injury to a suspect dating back to February

Manitoba’s Independent Investigation Unit (IIU) has begun an investigation into alleged injuries cause to a suspect during a February 2020, arrest by Winnipeg Police Service (WPS).

The IIU was informed on Tuesday, August 11, 2020 of the incident involving the arrest of a male who was driving a stolen vehicle on McPhillips Street. The male had attempted to evade police and collided with a taxi at McPhillips Street and Jarvis Avenue.

According to information from the WPS the male was taken out of the vehicle, handcuffed then taken to Health Sciences Centre. At the hospital he was diagnosed with a dislocated elbow and bruising. He was treated and released back into police custody.

The IIU says that on Monday, August 10, 2020 the WPS was informed by the Law Enforcement Review Agency (LERA) that as a result of a complaint they received about the incident they had obtained medical evidence that indicated the male also suffered fractures to his right tibia and fibula during the arrest.

Since the fractures to the tibia and fibula are considered serious injuries under the IIU regulations, the IIU is mandated to investigate.
