Officers cleared of wrongdoing after suspects arm broken during arrest

Two Winnipeg Police Service officers have been cleared of any wrongdoing related to a suspects arm being broken during an arrest in October of 2019.

According to the Independent Investigation Unit of Manitoba (IIU) the officers had approached the suspect after he began to act suspiciously. They learned during their interaction that the male was wanted on three outstanding warrants and attempted to place the male into custody.

The suspect resisted and became combative with officers. The officers wrestled the suspect to the ground in order to restrain him.

When the suspect arrived at the Winnipeg Remand Centre he complained to staff that his left arm may be broken. The male was taken to Health Sciences Centre where the break was confirmed.

IIU investigators interviewed the male, the medical staff who diagnosed and treated the broken arm as well as reviewing a number of documents including officers’ notes, call history, use of force report and the medical report.

The information gathered indicated to the civilian director of the IIU that the officers’ actions were reasonable and necessary to control and detain the male. Therefore there are no grounds to justify any charges against the officers.
