Police find drugs and a loaded handgun after foot chase

Two in custody after Winnipeg Police received a report of a man with a gun on Saturday morning, December 22, 2018.

When officers arrived in the area they spotted a man and a woman take off on foot. The pair were caught up to in the 500 block of Stella Avenue. Police attempted to take the male into custody but the female with him began interfering with officers by placing herself between the male and the officers.

The man once again took off on foot with police hot on his heels. The chase came to an end after the man tried to thwart officers by running through a Selkirk Avenue restaurant but was captured behind the restaurant.

When officers searched the suspect they found 1.7 grams of Meth worth about $1,200 on the street, three rounds of ammunition, a digital scale, a mobile phone and about $115 in cash.

Police also found another 3.3 grams of Meth inside the restaurant the man had run through.

A police service dog was called in to search for anything else the suspect may have thrown away as he was attempting to evade officers. A search of his path led to police finding additional evidence that had been discarded by the suspect. Officers found a loaded .38 calibre handgun with six rounds of ammunition.

A trace on the serial number of the gun revealed that the weapon had been stolen during a break and enter in Saskatchewan back in November of this year.

Bjarne Joseph Lee Roussin, 39 from Winnipeg, has been charged for his alleged involvement with:

  • Possession of a Prohibited or Restricted Firearm with Ammunition
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Carrying Concealed Weapon Prohibited Device or Ammunition
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
  • Resist Peace Officer
  • Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
  • Possession of Proceeds of Property Obtained by Crime Under $5000

Pearl Ophelia Smith, 33 from Winnipeg, has been charged for her alleged involvement with Obstruct Peace Officer.

Both suspects were detained in custody.
