Garbage collection contractor sues city for $67 million

Emterra Environmental has launched a lawsuit against the City of Winnipeg for breaching the contract with the garbage collector.

Emterra was under a contract between August 2012 and September 2017 to provide services for garbage and recycling. In 2017 those services were contracted to GFL Environmental and Miller Waste Systems.

The lawsuit alleges that the city did not provide complete location data on houses requiring garbage and recycling services, did not follow due process when penalizing the company and changed the scope of the contract without informing the company. They also say the city purchased sub-standard carts which did not meet city specifications.
